Staff determined that approximately 28%of the Whitted facility's square <br /> footage is occupied by dental and medical clinics, making that portion eligible for Med-Max funding. <br /> Commissioner Carter asked what Med-Max Revenue is. <br /> Kirk Vaughn explained that Medicaid Maximization is a state revenue source received for operating <br /> certain medical and dental services. He noted that the county has been accumulating this balance over <br /> time rather than applying it all to the operating budget, partly in anticipation of the Southern Human <br /> Services expansion. With that bucket now considered full, the County Manager's recommended budget <br /> already includes redirecting more Med-Max revenue to operations going forward. Drawing down the <br /> existing balance for the HVAC project would reduce the Med-Max balance from approximately$12 million <br /> to about$10 million over four years. He said the tax rate equivalent impact would be modest — dropping <br /> from 11.86 to approximately 11.84 cents. <br /> Commissioner Portie-Ascott asked what tax rate equivalent figure means. <br /> Kirk Vaughn clarified that it represents the fiscal pressure placed on the operating budget in that <br /> year due to debt and Pay-Go obligations.The Board would then determine how to mitigate that pressure, <br /> whether through operating reductions or other means. <br /> Commissioner McKee arrived at 7:04 pm. <br />
