1 <br /> APPROVED 6/16/26 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> BUDGET AND CAPITAL INVESTMENT PLAN PUBLIC HEARING <br /> AND WORK SESSION <br /> May 12, 2026 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Budget and Capital Investment Plan Public <br /> Hearing and Work Session on Tuesday, May 12, 2026, at 7:00 p.m. at the Whitted Human Services <br /> Center in Hillsborough, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jean Hamilton, Vice-Chair Amy Fowler, and <br /> Commissioners Jamezetta Bedford, Marilyn Carter, Sally Greene, Earl McKee, and Phyllis Portie-Ascott <br /> COUNTY COMMISSIONERS ABSENT: None <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin Fenhagen, <br /> and Clerk to the Board Laura Jensen (All other staff members will be identified appropriately below) <br /> Chair Hamilton called the meeting to order at 7:00 p.m.All commissioners were present. <br /> A motion was made by Commissioner Carter, seconded by Commissioner Greene, to add a <br /> discussion on Additional Budget Options for FY2026-27 during the work session portion of the meeting. <br /> VOTE: UNANIMOUS <br /> 1. Opening Remarks <br /> Chair Hamilton welcomed and thanked everyone in attendance, as well as those who had <br /> submitted comments by email or phone call. She said she was proud to be part of a county that is open <br /> to community feedback and criticism, even when it is hard to hear. She also acknowledged that <br /> Community Relations Director, Wil Glenn, had assisted in responding to constituent emails, and she <br /> apologized in advance for any messages that may have been missed. <br /> Chair Hamilton read the public charge and explained the process for making public comments. <br /> 2.
