2 <br /> transition of the Federal Transit Administration (FTA) Section 5310 Enhanced Mobility of Seniors <br /> and Individuals with Disabilities program from Orange County Transportation Services to the <br /> Department of Aging. <br /> Historically, Orange County Transportation Services has administered Section 5310 operating <br /> assistance funding utilizing a 50 percent federal and 50 percent local funding structure. Beginning <br /> with the FY 2028 application cycle, the Department of Aging proposes to pursue Section 5310 <br /> Capital Purchase of Service funding to support transportation services for eligible seniors and <br /> individuals with disabilities. This funding structure provides an 80 percent federal share and a 20 <br /> percent local share, reducing the County's local funding obligation while maintaining <br /> transportation services. <br /> The proposed transition aligns administration of Section 5310 funding with the Department of <br /> Aging's mission and service population while allowing Orange County to maximize federal funding <br /> opportunities and improve long-term program sustainability. <br /> The Delegation of Authority forms identify the Chair of the Board of County Commissioners as the <br /> authorized official for Orange County and delegate authority to designated staff to conduct grant <br /> administration activities with NCDOT IMD. These activities include reimbursement requests, <br /> budget revisions, budget amendments, period-of-performance extensions, and other grant <br /> administration functions. <br /> The Title VI Program Reports certify compliance with federal civil rights requirements and confirm <br /> that each department maintains the policies and procedures necessary to ensure equitable <br /> access to services. <br /> Approval of these documents will allow Orange County Transportation Services and the <br /> Department of Aging to complete the required FY 2028 pre-application documentation and submit <br /> the signed forms to NCDOT IMD. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with approval and <br /> signature of these documents. Authorizing the Chair to sign the FY 2028 Delegation of Authorities <br /> and FY 2028 Title VI Program Reports does not approve a grant award, commit local match <br /> funding, or obligate the County to accept future grant funds. Any future grant awards, local match <br /> requirements, or related budget actions will be presented for Board consideration as required. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 4: MULTI-MODAL TRANSPORTATION <br /> OBJECTIVE 2. Increase community awareness of all modes of transportation including <br /> transit, bike and pedestrian, vehicle, and all other modes. <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 2. Expand access to quality, affordable healthcare services. (e.g., Crisis <br /> Diversion facility, Medicaid expansion, crisis response, healthy living campaign). <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1. Approve the FY 2028 Delegations of Authority and FY 2028 Title VI Program Reports for <br /> Orange County Transportation Services and the Orange County Department of Aging; <br /> 2. Authorize the Chair of the Board of County Commissioners to sign the required FY 2028 <br /> Unified Grant Application pre-application documents on behalf of both departments. <br />
