Chapel Hill Transit: Operating to Capital <br /> Chapel Hill Transit (CHT) is requesting to reallocate $90,000 in FY26 operating funds currently <br /> designated for staffing to be used for a radio system replacement project. <br /> SPONSOR ID CATEGORY DESCRIPTON AMOUNT <br /> Chapel Hill Transit From 26CHTTS16 Operating - TPA 1.0 FTE: QA/QC $90,000 <br /> Technician Staff <br /> Chapel Hill Transit To NEW Capital Transit Radio System $90,000 <br /> Infrastructure Replacement <br /> If the amendment is approved, there will be no operating impact because the position has not <br /> been recruited for. The position is anticipated to be posted for recruitment later this summer. <br /> The Orange Staff Working Group voted 8-2, with Orange County staff voting against, to advance <br /> this request to Orange County Board of Commissioners. <br /> FINANCIAL IMPACT: The amendment has a net zero impact on the approved FY26 Orange <br /> County Annual Work Program or the Annual Work Plan recommended for FY2026-27 <br /> (Agenda Item 6-f). <br /> 3. GoTriangle: Route 800 and TAP <br /> GoTriangle resubmitted a request for additional funding for Route 800 and the Transit <br /> Assistance Program (TAP) to both Orange and Durham counties. The request for Route 800 <br /> cites unforeseen congestion, creating service delays as justification for increased operating <br /> costs. The request for TAP cites an increased level of program participation. These requests <br /> were revised in May after the public comment period on Q4 amendments had closed. <br /> Route 800 <br /> GoTriangle is requesting $53,235 to improve Route 800 operations. <br /> SPONSOR ID CATEGORY DESCRIPTON AMOUNT <br /> GoTriangle 20GOTTS2 Operating Route 800 $53,235 <br /> Improvements, Revised <br /> Q4 Request 5/6/2026 <br /> The Q4 amendment for Route 800 is for the same service improvement that the Board rejected <br /> in February as part of the Q2 Work Plan amendments. Route 800 would be funded by: <br /> GoTriangle legacy revenues (54%), regional transit revenues collected in Orange County (23%), <br /> and regional transit revenues collected in Durham County (23%). The Durham County Staff <br /> Working Group rejected this amendment when it was requested in Q2 and rejected it again when <br /> it was resubmitted in the Q4 based concerns about overall costs the lasting impact on operating <br /> expenses. <br /> TAP <br /> GoTriangle is requesting $20,000 to support the Transit Assistance Program (TAP) intended to <br /> fully subsidize fixed-route and paratransit trips for adults with low or no income. <br /> SPONSOR I I ID CATEGORY DESCRIPTON AMOUNT <br /> GoTriangle I N/A I 25GOTTS21 Operating TAP $20,000 <br /> The TAP program would be available to riders across the GoTriangle service area.
