77 <br /> Attachment 3 <br /> STATEMENT OF CONSISTENCY <br /> OF A PROPOSED ZONING ATLAS MAP AMENDMENT <br /> WITH THE ADOPTED ORANGE COUNTY— CHAPEL HILL — CARRBORO <br /> JOINT PLANNING LAND USE PLAN <br /> An applicant-initiated amendment to the Transition Area Zoning Atlas has been reviewed to <br /> rezone +/- 15.5-acre parcel as follows: <br /> Parcel <br /> Identification Township Owner of Record Current Zoning Proposed Zoning <br /> Number (PIN) <br /> Holy Trinity Residential-Low Residential-4—Conditional <br /> 9787-00-8466 Chapel Hill Anglican Church Density-1 (R-LD1) Zoning District (R-4-CZD) <br /> Of Chatham Inc. <br /> The Planning Board hereby finds: <br /> a. The requirements contained within the Orange County — Chapel Hill — Carrboro Joint <br /> Planning Land Use Plan (JPLUP) have been met and the standards and conditions within <br /> the Town of Chapel Hill's draft ordinance approving the application have been deemed <br /> acceptable. <br /> b. Pursuant to Sections 1.1.5 Statement of Intent - Amendments, and 1.1.7 Conformance <br /> with Adopted Plans of the UDO and to Section 160D-604(d) Planning Board review and <br /> comment— Plan Consistency and 160D-605(a) Governing Board Statement— Plan <br /> Consistency of the North Carolina General Statutes, the Board finds sufficient <br /> documentation within the record denoting that the amendment is consistent with the <br /> adopted Orange County — Chapel Hill — Carrboro Joint Planning Land Use Plan. <br /> c. The amendment is consistent with Orange County — Chapel Hill — Carrboro Joint Planning <br /> Land Use Plan (JPLUP) as explained by, but not limited to, the following elements of the <br /> JPLUP: <br /> • The development does not disturb areas that are to be preserved in the plan; <br /> • The proposed rural residential land use is compatible with surrounding land uses; <br /> • The development proposal remains consistent with the Water and Sewer <br /> Management, Planning, and Boundary Agreement; <br /> d. The amendment is reasonable and in the public interest because it furthers the goals of <br /> the Town of Chapel Hill's adopted Comprehensive Plan, as described in the Town's <br /> Resolution of Reasonableness and Consistency. <br />
