51 <br /> Page 78-c of the plan document depicts 1993 Town of Chapel Hill's Small Area Plan and shows <br /> the area in question as 1 unit per 5 acres (note: if viewing the map, lot lines have changed <br /> since 1993). It should be noted that Chapel Hill has had additional studies and plans since 1993 <br /> but the JPLUP document has not been modified to reflect more recent planning efforts. <br /> Public Notification: In accordance with Section 2.8.7 of the County's UDO, notices of the <br /> Planning Board meeting were mailed via first class mail to property owners within 1,000 ft. of the <br /> subject parcel. These notices were mailed on May 18, 2026, 16 days before the meeting. Staff <br /> also posted the subject parcel with signs on May 19, 2026, 15 days before the meeting. <br /> Planning Director's Recommendation: <br /> The Planning Director recommends that the Planning Board: <br /> 1) Consider the matter for action; <br /> 2) Acknowledge that legally-sufficient public notice was given for this meeting, in <br /> accordance with State and Orange County laws; <br /> 3) Review the Town's staff report (Attachment 2), which includes a Town staff <br /> recommendation for approval of the project and the requested modifications to the <br /> Town's regulations, subject to the conditions in the proposed Ordinance; <br /> 4) Allow the applicant and Town staff to present materials; <br /> 5) Allow for public comments; and <br /> 6) Make a recommendation to the BOCC on the Statement of Consistency (Attachment <br /> 3) and the proposed ordinance (Attachment 4). <br /> FINANCIAL IMPACT: Approval of this request is not expected to create the need for additional <br /> funding for the provision of County services. <br /> RECOMMENDATION: The Planning Director recommends the Board: <br /> 1. Receive the Town of Chapel Hill's staff report, <br /> 2. Deliberate on the proposal as desired, <br /> 3. Consider the Planning Director's recommendation, and <br /> 4. Make a recommendation to the BOCC on the Statement of Consistency (Attachment 3) <br /> and the proposed ordinance (Attachment 4) for BOCC consideration during a joint public <br /> hearing to be conducted for review of this request. <br />
