Meeting Summary—Parks and Recreation Council <br /> May 6th, 2026 <br /> Bonnie B Davis Center, Hillsborough <br /> Members Present:Trevor Robinson (Chair), Louise Flinn (vice-chair), Marissa Hoer, Allen <br /> Parker, GiGi Rashdi, Logan Cason, Alissa Martucci, Natalie Ziemba <br /> Members Absent: Vladimir Colina, Acharan Narula, Chloe Reid (youth delegate), Navya Sharma <br /> (youth delegate) <br /> Staff: David Stancil, Abby Mattingly <br /> Trevor Robinson called the meeting to order at 6:30pm. <br /> Report of the Chair: <br /> a. Chair Comments—Chair Trevor Robinson had no comments. <br /> New Business: <br /> a. Changes to the agenda— No additions or changes. <br /> b. New Member Introductions— Marissa Hoer was present for her first meeting. Two <br /> other new members were appointed by the BOCC, but unable to attend. <br /> c. FY 2026-2036 Capital Investment Plan—Stancil discussed the Manager's Recommended <br /> Capital Investment Plan (CIP) 2026-36 and addressed DEAPR's projects. The CIP is a 10- <br /> year blueprint for major projects that the county intends to invest in. Only the first year <br /> is operationalized, and other years are subject to change. Several DEAPR projects have <br /> been deferred from previous years, as there has been a significant investment in school <br /> funding. However, the funding for the new Central Recreation Center (CRC) has <br /> remained as a project in year two for 2027-28. This will begin with a community <br /> feasibility study. The CRC was built in 1957, and heavy usage has generated a need for a <br /> new facility. Internal conversations will begin in the falloff this year to address needs for <br /> the future facility, as a prelude to the feasibility study. Construction is scheduled to <br /> begin in 2030. Stancil also mentioned the funding for conservation easements, Hollow <br /> Rock Nature Park, Little River Regional Park development, and others. Several of the <br /> projects had existing funding or old balances, while others are scheduled throughout the <br /> CIP. The BOCC will be evaluating the proposed CIP, and will make changes prior to its <br /> June 161" adoption. <br /> Old Business <br /> a. Approval of Meeting Summary, April 1: Louise Flinn moved to approve, Alissa Martucci <br /> seconded. Meeting summary approved. <br /> b. Orange County Trails Plan: The Board of County Commissioners received a presentation <br /> of the draft plan on April 141". The BOCC was receptive, and the Trails Plan will now be <br /> circulated to other relevant advisory boards for review and comment. The OUT Board <br /> will be attending the next PRC meeting to discuss the Bicycle/Pedestrian Plan, and the <br />
