33 <br /> The County received two (2) responses. The County Manager, Budget Director, Deputy Tax Assessor, and <br /> the three (3) Commissioners appointed to the Work Group initially reviewed the proposals and advanced <br /> both to the Work Group to provide its recommendation. All of the parties agreed that the proposal from <br /> GAR Associates, LLC was the most responsive to the scope of services outlined in the RFP. <br /> Scope of Services <br /> The consultant was asked to solicit input and feedback from the Tax Assessment Work Group, County <br /> Commissioners, County staff, members of the Board of Equalization and Review, and other stakeholders <br /> as it conducts its evaluation. The scope of work as detailed in the attached RFP includes nine (9)elements: <br /> 1. Review of processes, procedures,and methodologies used by the Tax Office to assess property <br /> values. <br /> 2. Analysis of Schedule of Values based on best practice,usability,and consistency of application. <br /> 3. Evaluation of organizational capacity to determine appropriate staffing levels, skill sets, and <br /> technology resources <br /> 4. Review of data quality and accuracy of assessment neighborhoods, qualified sales, and land <br /> values with specific emphasis on commercial values <br /> 5. Evaluation of statistical tools and models to yield the most accurate value assessments. <br /> 6. Review of operational efficiency in terms of staffing utilization, workflow, scheduling, and <br /> automation. <br /> 7. Review of the appeal process to improve accessibility to taxpayers and value adjustments. <br /> 8. Review of communication strategies and transparency of public information materials, <br /> website content, and other public messaging platforms. <br /> 9. Evaluation of the frequency of the revaluation cycle. <br /> Tasks and Deliverables <br /> The proposal also requires the vendor to accomplish several specific tasks: <br /> 1. Meet with the Tax Assessment Work Group at milestone stages of the evaluation to report on <br /> progress and solicit feedback <br /> 2. Provide updates to the Board of Commissioners on the status of the evaluation and solicit <br /> input <br /> 3. Prepare a draft report to the County that will be presented to stakeholders for input and <br /> direction prior to finalizing the report <br /> 4. Create a final report that represents a comprehensive analysis of the reappraisal process and <br /> actionable recommendations for improvement based on best practices <br /> 5. Provide short term corrective actions as well as long term strategic recommendations with an <br /> implementation plan,timelines, and estimated costs <br /> 6. Prepare and present a public facing summary report <br /> 7. Deliver all work products related to the evaluation to the County in a format that that can be <br /> updated by County staff as conditions change in the future. <br />
