2 <br /> The initial bids received exceeded the approved budget. According to North Carolina General <br /> Statute § 143-129(b), staff had the option to negotiate with the lowest responsive and responsible <br /> bidder. This negotiation involved making reasonable changes to the plans and specifications to <br /> align the contract price with the available funds. As a result, Orange County staff negotiated a <br /> $705,000 contract with Stelco Electric, LLC. The adjustments included reducing the number of <br /> electric vehicle charging stations from 5 to 3 and shortening the warranty period from 5 to 3 years. <br /> This project is funded by the NC Department of Transportation (NCDOT) FTA_2019_5339b <br /> Discretionary Award to purchase five (5) electric buses and provide charging stations. The project <br /> totals $1,600,000, including the 20% local match of $320,000, and was approved by the Board <br /> with budget amendments at the October 20, 2020, and December 10, 2024, Business meetings. <br /> The grant period ends on December 31, 2026. The five (5) electric buses have already been <br /> procured and are currently in use. <br /> FINANCIAL IMPACT: The Construction Agreement fee for the installation of the Electric Vehicle <br /> Charging Stations at the Orange Transportation Services Facility is $705,000. These funds are <br /> currently budgeted within the County Capital Fund. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br /> OBJECTIVE 1: Identify the priorities and resources necessary to implement the Climate <br /> Action Plan. <br /> OBJECTIVE 2. Invest in our infrastructure to reduce the environmental impact of the <br /> County fleet/facilities and improve safety. <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) Approve the County entering into a construction contract with Stelco Electric, LLC., for the <br /> installation of Electric Vehicle Charging Stations (EVCS) at the Orange Transportation <br /> Services Facility; and <br /> 2) Authorize the County Manager to execute the Agreement, subject to final review by the <br /> County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board. <br />
