53 <br /> Orange County Justice United Orange County <br /> JUSTICE <br /> PO Box 9484 <br /> Chapel Hill,NC 27515 UNITED <br /> February 18, 2026 <br /> To Whom It May Concern, <br /> As Executive Director and Lead Organizer of Orange County Justice United, I write in full <br /> support of El Futuro's application to the 2027 Orange County Opioid Settlement Funds for its <br /> Early Intervention program using Screening, Brief Intervention, and Referral to Treatment <br /> (SBIRT). <br /> Orange County Justice United("Justice United")has worked closely with El Futuro for the past <br /> five years, connecting hundreds of Latino and immigrant members to El Futuro's gold-standard <br /> behavioral health services. Many members have shared first-hand reports of the effectiveness of <br /> El Futuro's work, and how it has transformed their family's lives for the better. SBIRT is a <br /> widely recognized, evidence-based approach to early intervention that can help identify <br /> substance use risk early and connect individuals to appropriate support. This past spring,when <br /> many immigrant parents involved in Justice United were especially concerned about the stresses <br /> facing their adolescent children, one of El Futuro's SBIRT specialists provided workshops and <br /> resources. Many parents are still referencing the critical information they learned in that training, <br /> and how it's helped them support their children and other community members. <br /> I hear daily from directly-impacted community members that initiatives like SBIRT are critical <br /> to improving community well-being and preventing challenges from escalating.
