51 <br /> ORANGE <br /> M.RTUSHIP FLIP <br /> ALCO,HOL <br /> AND <br /> DRUG <br /> FREE <br /> YOM'H <br /> February 13, 2026 <br /> RE: Letter of Support for EI Futuro's Screening, Brief Intervention and Referral to Treatment (SBIRT) <br /> To Whom It May Concern, <br /> On behalf of the Orange Partnership for Alcohol and Drug Free Youth, I am pleased to support EI <br /> Futuro's application to the 2026 Orange County Opioid Settlement Funds for its proposed Early <br /> Intervention initiative using Screening, Brief Intervention, and Referral to Treatment (SBIRT). <br /> As a countywide prevention coalition, our role is to strengthen the systems and conditions that reduce <br /> substance use and promote healthy development across the lifespan. From a population health <br /> perspective, early identification and brief clinical intervention are essential tools for interrupting risk <br /> trajectories before substance use patterns become entrenched. <br /> EI Futuro's SBIRT model complements county prevention efforts by embedding evidence-based <br /> screening and intervention within trusted community-based clinical settings. This approach supports a <br /> more integrated prevention infrastructure that connects public health, behavioral health, and <br /> community systems. Their proposed program represents a strategically important investment in early <br /> intervention capacity within Orange County's broader substance use prevention landscape. <br /> This approach aligns closely with the county's priorities in addressing opioid use and related behavioral <br /> health challenges, particularly among underserved Latino residents who often face language and <br /> systemic barriers to care. EI Futuro is a highly credible provider with demonstrated expertise in <br /> culturally responsive care for Latino and immigrant populations.
