41
• Prevent opioid overdoses: Early identification of substance use risk factors allows timely
interventions, reducing progression to opioid use and overdose.
• Increase access to care: Participants identified through screenings will be linked to
culturally and linguistically responsive behavioral health services, SUD treatment, and
social determinants of health supports.
• Strengthen local infrastructure: Embedding SBIRT into EI Futuro's clinical and
community services enhances the long-term capacity of the organization and its
partners to respond to the overdose crisis.
• Strengthen our Collaboration: We will actively collaborate with local service providers,
public health partners, and community-based organizations, and serve as an engaged
member of the Orange County Partnership for Alcohol and Drugs Free Youth Coalition to
align strategies, share data, and strengthen coordinated prevention and early
intervention efforts to maximize impact across Orange County.
Engagement of Priority Population
EI Futuro has actively involved the priority population in project development through focus
groups, surveys, and youth advisory council feedback. Latino youth and caregivers and those
with high rates of ACEs have helped shape culturally responsive screening tools, outreach
strategies, and educational content. This participatory approach ensures the program meets the
unique needs of the community it serves.
Alignment with Organizational Goals
This initiative advances EI Futuro's mission to provide culturally and linguistically appropriate
mental health and substance use services. By integrating SBIRT into routine practice, the
program expands service capacity, reduces access barriers, and strengthens community trust, all
critical to long-term impact.
Implementation Timeline and Responsibilities
PHASE KEY ACTIVIES TIMELINE STAFF RESPONSIBLE
Phase 1: Quality Conduct SBIRT July—Aug 2026 Substance Use
Improvement& Staff fidelity review; Programs Director,
Refresh provide refresher Substance Use
training in SBIRT and Counselors, Director
Motivational of Client Care and
Interviewing (MI); Engagement*,
update screening Clinical Director*,
workflows based on Project Manager,
Year 1 data Community Mental
Health Workers*,
Community Mental
Health Educator*
4
