40 <br /> Needs of the Priority Population <br /> EI Futuro's proposed SBIRT-based early intervention project will serve youth,young adults, and <br /> their caregivers in Orange County, with particular attention to historically economically <br /> disadvantaged populations, those at highest risk for opioid and substance use disorder (SUD), <br /> those with high rates of ACEs, and Spanish-speakers. Targeted priority populations, consistent <br /> with Orange County guidance, include: (1) Individuals at highest risk for overdose; (2) <br /> Individuals with Risky Usage; (3) Children and adolescents at risk for drug use; (4) Patients with <br /> Potential Co-occurring Disorders: Individuals with mental health concerns; and (5) Individuals <br /> involved, or at risk of becoming involved, in the criminal justice system. <br /> Client surveys and feedback from EI Futuro's clinical services and outreach events indicate <br /> ongoing demand for culturally and linguistically responsive prevention and early intervention <br /> services among Latino youth, young adults, and caregivers and others with high rates of ACEs. <br /> Language barriers, stigma related to seeking care, and difficulty navigating the behavioral health <br /> system persist as obstacles to access. <br /> Rationale for Early Intervention <br /> SBIRT is a widely recognized evidence-based model for identifying substance use risk and <br /> engaging individuals before problems escalate. Embedding SBIRT into EI Futuro's clinical and <br /> community services will bridge critical gaps, allowing culturally tailored screening and brief <br /> intervention for at-risk individuals and improving access to subsequent care. Integrating SBIRT <br /> directly addresses inequities in behavioral health access and supports Orange County's efforts <br /> to reduce substance use-related harm across historically underserved populations. <br /> B. Project Description and Program Sustainability (28 points, page limit:not to exceed 3 <br /> pages) <br /> Implementation Strategy <br /> EI Futuro proposes Strategy 6: Early Intervention Services from the North Carolina <br /> Memorandum of Agreement (MOA) Option A list of eligible strategies. This strategy focuses on <br /> early identification and prevention of SUDS among historically marginalized populations, <br /> including individuals with co-occurring mental health conditions. While this application focuses <br /> on early intervention,the project will integrate awareness of other strategies, such as harm <br /> reduction and treatment referral,to strengthen participant outcomes and community capacity. <br /> Project Overview and Expected Impact <br /> Last year we focused on training all of our client-facing staff in SBIRT and Motivational <br /> Interviewing (MI), including our Clinical Team, our Community Mental Health workers, and our <br /> Peer Support Specialists.The proposed project will expand SBIRT services for youth, young <br /> adults, and caregivers in Orange County, specializing in services for Spanish-speakers.
