40
Needs of the Priority Population
EI Futuro's proposed SBIRT-based early intervention project will serve youth, young adults, and
their caregivers in Orange County, with particular attention to historically economically
disadvantaged populations, those at highest risk for opioid and substance use disorder (SUD),
those with high rates of ACEs, and Spanish-speakers. Targeted priority populations, consistent
with Orange County guidance, include: (1) Individuals at highest risk for overdose; (2)
Individuals with Risky Usage; (3) Children and adolescents at risk for drug use; (4) Patients with
Potential Co-occurring Disorders: Individuals with mental health concerns; and (5) Individuals
involved, or at risk of becoming involved, in the criminal justice system.
Client surveys and feedback from EI Futuro's clinical services and outreach events indicate
ongoing demand for culturally and linguistically responsive prevention and early intervention
services among Latino youth, young adults, and caregivers and others with high rates of ACEs.
Language barriers, stigma related to seeking care, and difficulty navigating the behavioral health
system persist as obstacles to access.
Rationale for Early Intervention
SBIRT is a widely recognized evidence-based model for identifying substance use risk and
engaging individuals before problems escalate. Embedding SBIRT into EI Futuro's clinical and
community services will bridge critical gaps, allowing culturally tailored screening and brief
intervention for at-risk individuals and improving access to subsequent care. Integrating SBIRT
directly addresses inequities in behavioral health access and supports Orange County's efforts
to reduce substance use-related harm across historically underserved populations.
B. Project Description and Program Sustainability (28 points, page limit:not to exceed 3
pages)
Implementation Strategy
EI Futuro proposes Strategy 6: Early Intervention Services from the North Carolina
Memorandum of Agreement (MOA) Option A list of eligible strategies. This strategy focuses on
early identification and prevention of SUDS among historically marginalized populations,
including individuals with co-occurring mental health conditions. While this application focuses
on early intervention, the project will integrate awareness of other strategies, such as harm
reduction and treatment referral,to strengthen participant outcomes and community capacity.
Project Overview and Expected Impact
Last year we focused on training all of our client-facing staff in SBIRT and Motivational
Interviewing (MI), including our Clinical Team, our Community Mental Health workers, and our
Peer Support Specialists. The proposed project will expand SBIRT services for youth, young
adults, and caregivers in Orange County, specializing in services for Spanish-speakers. With our
trained CMHWs and clinicians, the program will:
3
