Each <br /> content area shall be scored on a scale of 1-4 based on the scale below: <br /> 1. POOR Applicant only marginally addressed the application area <br /> 2. AVERAGE Applicant adequately addressed the application area <br /> 3. GOOD Applicant did a thorough job of addressing the application area <br /> 4.
