2 <br /> In FY 2025-26, Orange County has received a total of $1,020,216.03. Additionally, $56,236 of <br /> interest has been recorded. <br /> The Request for Proposals (RFP) process opened on January 1, 2026. Four (4) Application <br /> Workshops were conducted with two (2) in-person and two (2) virtual options. Technical <br /> assistance was provided to applicants during the RFP process. Six (6) community applications <br /> were received by the February 20, 2026 deadline. The Application Subcommittee of the Opioid <br /> Advisory Committee (OAC) reviewed applications and made recommendations to OAC. The OAC <br /> as a whole reviewed the Subcommittee's recommendations on April 13, 2026. <br /> The following recommendations for the 2026 — 2027 funding cycle are as follows: <br /> • Freedom House — $85,906 — Reentry <br /> • EI Futuro — $66,310 — Early Intervention <br /> • UNC-Student Wellness — $10,000 — Naloxone Distribution <br /> • TOTAL RECOMMENDATION — $162,216 <br /> FINANCIAL IMPACT: Distribution of opioid settlement funds may support programs and services <br /> that serve persons with Opioid Use Disorder or any co-occurring Substance Use Disorder (SUD) <br /> or mental health condition in Orange County. Allocation of this funding for FY 2026-27 will be <br /> added as a proposed staff amendment to the Manager's recommended FY 2026-27 operating <br /> budget. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2: HEALTHY COMMUNITY <br /> OBJECTIVE 1. Improve harm reduction, prevention, and therapeutic interventions for <br /> adults and children experiencing behavioral health issues, substance use disorder, and <br /> intellectual or developmental disability. <br /> OBJECTIVE 8. Invest in services and programs that improve the health and quality of life <br /> of the community (e.g., recreation and public open spaces, arts, etc.) <br /> RECOMMENDATION(S): The Manager recommends that the Board: <br /> 1) receive an update on the Opioid Advisory Committee (OAC); <br /> 2) receive OAC recommendations for use of Opioid Settlement Funds that support Option A <br /> of the NC Memorandum of Agreement on the Allocation and Use of Opioid Settlement <br /> Funds in North Carolina; and <br /> 3) direct staff to present a final spending authorization resolution at the Board's June 16, <br /> 2026, Business meeting. <br />
