Proposal Operations Manager, 919-245-2006 <br /> Jovana Amaro, 919.245.2651 <br /> Angel Barnes, 919.245.2628 <br /> PURPOSE: To: <br /> 1) Approve the County entering into a construction contract with Stelco Electric LLC for the <br /> installation of Electric Vehicle Charging Stations (EVCS) at the Orange Transportation <br /> Services Facility; and <br /> 2) Authorize the County Manager to execute the Agreement, subject to final review by the <br /> County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board. <br /> BACKGROUND: Orange County Public Transportation (OCPT) issued a solicitation for the <br /> Electric Vehicle Charging Station (EVCS) Installation Project located at the Orange Transportation <br /> Services facility to support the County's transition to zero-emission transit vehicles and to provide <br /> the necessary charging infrastructure at the Transit Operations Facility. The project is funded <br /> through a combination of Federal Transit Administration (FTA) discretionary funds administered <br /> by the North Carolina Department of Transportation (NCDOT) Integrated Mobility Division (IMD), <br /> along with required local match funds. <br /> The project entails the turnkey construction of three (3) direct current fast charging (DCFC) <br /> stations for commercial charging, with integrated infrastructure for future expansion. The scope <br /> of work includes installing a new dedicated transformer, a utility power meter, and a primary <br /> distribution power panel to safely manage high-voltage electrical demand, and two (2) power units <br /> to distribute power to each charging station. Additionally, the contractor will handle all required <br /> underground trenching and conduit routing, install properly rated high-capacity wiring, and anchor <br /> the power modules and direct current fast charging stations. Finally, the contractor will manage <br /> network integration, safety testing, and final code inspections to deliver a fully operational, <br /> scalable, and code-compliant rapid-charging system. <br /> Staff received four (4) responses and evaluated the submittals in accordance with County <br /> procurement policies and applicable FTA and NCDOT requirements under Request for Proposal <br /> (RFP) #367-005477. <br />
