The Renovation and Construction of Orange County Sheriff's Office QSAMET <br /> & Evidence Storage Building Hillsborough, NC <br /> Samet Project#26-710 Date:January 291h, 2026 <br /> C) CD Estimate/GMP Development/Bid Period/Trade Package Development/ Front-end <br /> Document Preparation <br /> i) Construction Documents Stage Activities include meeting attendance & design support. <br /> ii) Estimating Activities, 5 weeks for Estimate Deliverable from receipt of Design Deliverable <br /> includes detailed estimate, summary estimate, schedule,value analysis, logistics plan, <br /> constructability input&cost variance reports from SD to DD. Also includes Project Manual <br /> Development,SOWs and Bid Openings. <br /> iii) The Construction Manager will prepare a detailed CD Estimate / GMP following the <br /> development of the Construction Documents for review and approval by the Owner. <br /> iv) Bidding / General Requirements — In conjunction with the Architect, the Construction <br /> Manager will prepare project specific bidding and general requirements for use during the <br /> trade package bidding stage(s) of the project as well as for use during construction. <br /> v) Subcontract / Supplier Bid Package Scopes of Work — Subsequent to completion of the <br /> Construction Documents, the Construction Manager will develop written trade package <br /> scopes of work for use to solicit trade package bids as well as for use to contract the various <br /> aspects of this project's scope of work. <br /> vi) Provide a variance report which reconciles changes from Design Development Phase to the <br /> Construction Document Phase. <br /> vii) This project shall include one (1) Guaranteed Maximum Price (GMP), which may incorporate <br /> early work packages for Demolition, Abatement, and/or Procurement activities as <br /> determined during preconstruction. <br /> viii)Schedule, advertise and provide a public bid opening,to include reviewing and analyzing of <br /> all bids. <br /> D) Pre-qualification Process& MWBE -Complete HUB Program & New(HB 1043) Project Specific <br /> Trade Partner(Subcontractor/Supplier). Prequalification & MWBE Outreach Activities, after DD <br /> estimating deliverable submission. <br /> i) The Construction Manager will develop a project specific HUB/ MWBE Participation Plan for <br /> execution and implementation as part of the pre-construction phase activities noted herein, <br /> which should address all requirements in the RFP. In addition, the New (HB 1043) Project <br /> Specific Trade Partner(Subcontractor/Supplier)Pre-qualification Process will be initiated and <br /> established during this phase as defined below. <br /> ii) HUB/ MWBE Participation Plan—A project specific HUB/MWBE Participation Plan tailored <br /> to promote minority participation for this project will be developed by the Construction <br /> Manager. Our project specific plan will outline, define, or include the following: <br /> iii) MWBE participation goals as measured by percentage of cost of construction as well as <br /> defining active participation during the bid process will be established well above the <br /> County minimum goal requirements for this project (Orange County Goal is 10%). <br /> iv) Specific bid packages will be structured to facilitate maximum participation. <br /> v) An outreach program with set protocols will be established. <br /> vi) Establish financial assistance or payment protocol to help facilitate participation. <br /> Preconstruction Services Scope of Work,Page 3 of 4 <br />
