45 <br /> 1 Blake Rosser said that is for Section 8. <br /> 2 Commissioner Bedford asked if an agency could apply that can only do the social work supportive <br /> 3 services part. She asked if more than one agency could provide services <br /> 4 Blake Rosser said it could multiple agencies, but they would prefer to work with just one agency. <br /> 5 He said IFC is an example. He said the model is scattered site housing, meaning that the agency has the <br /> 6 subsidy funds, and they provide supportive services, but housing is throughout the community. He said <br /> 7 they do not have the same lack of voucher housing. <br /> 8 Commissioner Bedford asked if these could port outside of county lines. <br /> 9 Blake Rosser said vouchers used to, but they no longer do. He said he suspects that that they can <br /> 10 only lease in Orange County. <br /> 11 Commissioner Greene said the key point is that there is not enough permanent supportive housing <br /> 12 and that the key to get people out of homelessness is to have the funding to provide these services. She <br /> 13 said she is supportive. <br /> 14 Blake Rosser said it is considered a best practice. <br /> 15 Chair Hamilton said while she supports this change,she has concerns about using one-time money <br /> 16 for ongoing issues. She said that they need to think ahead for when the funds run out and if they are going <br /> 17 to try to maintain the program. <br /> 18 Blake Rosser said he has considered it and said that they may need to set a cutoff date in the future <br /> 19 and begin weaning people off the program. He said that federal administrative priorities might also <br /> 20 change. <br /> 21 Commissioner Carter said this is intended to be permanent supportive housing, with the hope <br /> 22 that people will transition out of the program. <br /> 23 Blake Rosser said that is the goal,that people are learning how to be self-sufficient and eventually <br /> 24 able to pay a portion of their rent until they no longer need the subsidy. <br /> 25 Commissioner Bedford said it's important that some people will need permanent supportive <br /> 26 housing and that they do better being housed. <br /> 27 Commissioner Carter agreed, and asked if these funds will support that population. <br /> 28 Commissioner Bedford said many of the people who receive permanent supportive housing have <br /> 29 underlying medical and mental health co-diagnoses, as well as borderline IDD. <br /> 30 Blake Rosser said the supportive housing is also meant to help individuals get support from other <br /> 31 community resources. <br /> 32 <br /> 33 A motion was made by Commissioner Greene, seconded by Vice-Chair Fowler, to approve and <br /> 34 authorize the Chair to sign the resolution amending the HOME-ARP Allocation Plan to use the federal funds <br /> 35 for Tenant-Based Rental Assistance (either Permanent Supportive Housing or Rapid Rehousing). <br /> 36 <br /> 37 VOTE: UNANIMOUS <br /> 38 <br /> 39 7.
