98
CAROLINA NURSING
Program for Nursing Excellence
in Whole Health Care
NP's Leading the way m Behavioral Health Integration
February 12,2026
RE:Letter of Support for UNC—Chapel Hill Campus Naloxone Supply
Grant Orange County Opioid Settlement Funds
To Whom It May Concern,
I am pleased to express my strong support for the University of North Carolina at Chapel Hill's proposal to
expand access to over-the-counter nasal naloxone and strengthen overdose prevention on campus. This
initiative directly aligns with the priorities of the Orange County Opioid Settlement Funds by advancing harm
reduction,overdose prevention,and access to life-saving interventions.
As a family psychiatric nurse practitioner and Professor,I have seen the profound impact of opioid misuse and
the consequences of limited access to naloxone and overdose education. Expanding naloxone availability in a
university setting is an evidence-based,public health strategy that saves lives.
The Harm Reduction Coalition at UNC—Chapel Hill has developed a thoughtful,well-aligned plan that includes
installing naloxone ONE boxes at AED locations, providing free over-the-counter naloxone in private settings,
expanding overdose response training, and integrating harm-reduction education into existing wellness
programs.This project prioritizes high-risk populations,leverages existing campus infrastructure,and maximizes
impact with minimal overhead.
I have partnered with the Coalition to engage graduate nurse practitioner student volunteers, enhancing both the
reach and sustainability of this effort while supporting workforce development.
I am confident this proposal will meaningfully advance Orange County's opioid response goals and have a
measurable,life-saving impact within the UNC—Chapel Hill community. I strongly support this application.
Sincerely,
lV W- VV4, / ". -d1A#.
Victoria Solds Jarrett,Ph.D.,PMHNP-BC,FAANP,FAAN
Carol Morde Ross Distinguished Professor
Family Psychiatric-Mental Health Nurse Practitioner
11 { Carrington Hall
+ ✓✓✓ Campus Box i 460
Chapel Hll;. `i[:27599 7460
Phone 919.966 3731
nursing un,edu
