91 <br /> Grant Management, Fiscal Oversight, and Compliance Capacity <br /> Student Wellness has managed more than $300,000 in prior grant funding from the North <br /> Carolina Department of Health and Human Services (NC DHHS) and related agencies, including a <br /> grant dedicated specifically to naloxone education and distribution. Through these awards, we <br /> have demonstrated capacity in procurement, inventory management, data tracking, reporting, <br /> and regulatory compliance. <br /> All financial management and reporting will be administered through UNC-Chapel Hill's Office of <br /> Sponsored Programs (OSP), which provides centralized oversight for budgeting, expenditure <br /> tracking, audit compliance, and required reporting. We will not require subcontractors. Student <br /> Wellness works closely with OSP to ensure: <br /> • Accurate tracking of expenditures by approved budget categories <br /> • Timely submission of fiscal and programmatic reports <br /> • Documentation consistent with state and university requirements <br /> • Compliance with procurement, inventory, and distribution policies <br /> Our team includes administrative leadership overseeing fiscal compliance; a Primary Prevention <br /> Coordinator implementing prevention science and harm reduction strategies; a Licensed Clinical <br /> Social Worker (LCSW) providing clinical integration and early intervention; and the Carolina <br /> Recovery Program Coordinator leading recovery and peer engagement initiatives. This structure <br /> ensures clear accountability, operational efficiency, and program continuity. <br /> Established Naloxone Distribution Infrastructure <br /> Student Wellness has developed a multi-channel naloxone distribution network across campus <br /> and into the broader Orange County community. Current distribution avenues include: <br /> • UNC Campus Pharmacies (serving students, faculty, staff, and community members) <br /> • HRC@UNC regular Narcan tabling <br /> • Carolina Recovery Community (CRC) weekly distribution events <br /> • Student Wellness-hosted distribution tabling <br /> • StOMP outreach events <br /> • Recovery Zone trainings incorporating naloxone education <br /> • Direct distribution through the Student Wellness LCSW <br /> • Provision of naloxone to UNC-Chapel Hill Campus Police officers <br /> • Provision of naloxone to campus EMS <br /> • Collaboration with SHAC for distribution <br /> Standardized distribution workflows, educational materials, overdose response protocols, and <br /> inventory tracking systems are already in place. Staff and trained student leaders provide <br /> overdose prevention education, naloxone administration instruction, and information about <br /> fentanyl and xylazine contamination risks. <br /> 7 <br />
