58 <br /> FHRC and CJRD remain committed to enhancing evidence-based treatment options and <br /> recovery support services for justice involved individuals through Lantern Project.This initiative <br /> focuses on law enforcement diversion, harm reduction, and treatment for individuals struggling <br /> with OUD or co-occurring SUD.Through our support of Lantern Project, FHRC provides access <br /> to critical behavioral health treatment resources and peer support to help improve recovery <br /> outcomes and promote healthier lives among historically marginalized populations involved in <br /> the justice system. Additionally, FHRC helps reduce trauma and alleviate the financial burdens <br /> associated with court involvement and incarceration. <br /> Our efforts also aim to lessen the financial strain on law enforcement and the court system <br /> around low-level Class H or I offenses, which are often influenced by substance use. By <br /> providing Lantern clients with essential re-entry treatment assistance,we will lower recidivism <br /> and relapse rates while enhancing the chances of sustained recovery.This includes facilitating <br /> pathways to gainful employment, stable housing, and family reunification. <br /> The combination of alarming statistics related to opioid misuse,the relationship between drug <br /> addiction and criminal behavior, and the urgent demand for effective treatment underscores <br /> the necessity for grant funding to significantly enhance treatment access for individuals <br /> involved, or at risk of ongoing involvement in the Criminal Justice System—ultimately leading to <br /> safer communities and improved outcomes for individuals affected by opioid use disorder. <br /> B. Project Description and Program Sustainability(28 points,page limit:not to exceed 3 <br /> pages) <br /> Freedom House Recovery Center (FHRC) is submitting this proposal under Option A, <br /> Implementation Strategy 10: Criminal Justice Diversion Programs.This initiative is aimed at <br /> supporting pre-arrest or post-arrest diversion programs and pre-trial services for individuals <br /> with Substance Use Disorders (SUD), Opioid Use Disorders (OUD) and mental health diagnosis. <br /> In collaboration with the Criminal Justice Resource Department (CJRD), FHRC will continue the <br /> Lantern Project,which provides evidence-based addiction treatment, recovery support, harm <br /> reduction services, housing assistance, employment services, peer support, and ongoing <br /> outpatient treatment for justice-involved individuals in Orange County.The Lantern Project has <br /> consistently worked to increase access to treatment for justice-involved individuals, particularly <br /> among underserved socioeconomic populations with a history of opioid use. <br /> FHRC employs a licensed clinician and a Certified Peer Support Specialist(PSS)who are <br /> dedicated to diverting individuals from the Orange County justice system and jail into <br /> appropriate substance misuse treatment. This approach aims to reduce ongoing involvement in <br /> the justice system. By facilitating immediate access to treatment upon release from jail, FHRC <br /> also helps decrease the risk of opioid overdoses and supports individuals in avoiding relapse. <br /> CJRD collaborates with the magistrate and district attorney to identify low-level offenders with a <br /> history of substance use.
