Groundwater containment requirements (runoff) of <br /> Orange County' s regulations are, for the most part, resolved <br /> after. preliminary plan approval. That is, every development in <br /> Orange County must be done in a manner which insures groundwater <br /> containment . The Erosion Control Ordinance, the Neuse River <br /> Basin rules and other rules contained within the Zoning <br /> Ordinance and Subdivision Regulations accomplish this.
