31 <br />In addition, staff that would be part of this design project will also be engaged in <br />other projects like the Greenhouse Gas Emissions project, the TDR Feasibility <br />Study, ongoing Lands Legacy acquisitions and the Natural and Cultural Systems <br />Element of the Comprehensive Plan. <br />It would be difficult to give all of these projects and a New Hope Master Plan <br />Committee the time and attention they would deserve if they occurred at the <br />same time While I certainly understand and agree with the need for eventual <br />planning for the New Hope corridor to be coordinated and /or master planned (as <br />outlined in the memo from Jane Korest), this is a secondary step that was not <br />expected at this time, and time has not been budgeted for this. Other projects <br />would likely need to be delayed to begin a New Hope design project this fall. <br />3 In order to further the project, it appears to be possible to separate the proposed <br />agreement into two portions, the first dealing with the more immediate needs to <br />develop a mechanism for disposition of land and method of payment, and a <br />second subsequent agreement on the creation of a master plan for an area to be <br />defined.' <br />In terms of potential actions or next steps, staff might offer the following ideas: <br />• Staffs from the different jurisdictions could meet to explore further the <br />boundaries of a master planning effort. At this point it is not clear which lands <br />would be subject to the effort, and whether those are in Orange or Durham <br />counties. <br />• The County Attorney and staff could more completely review the provisions in <br />the proposed interlocal agreement addressing the joint Partners Tract. <br />• The County might propose to the project partners that the interlocal agreement <br />provisions for master planning be deferred until the remaining lands along the <br />corridor in Orange County south of Erwin Road are acquired (or at least under <br />contract or option) <br />• The proposed interlocal agreement could be revised to either a) move Section 6 <br />(Master Park Planning) to a separate document to be addressed later; or b) revise <br />Section 6 of the existing interlocal agreement to more clearly define which areas <br />would be covered by the plan, and note that master planning would occur at a <br />later date on a timetable mutually agreed to by the project partners <br />I will be glad to elaborate further if needed. <br />' 1 believe that the boundary of the area to be planned by the partners needs further delineation. The proposed <br />agreement suggests that this is "the area that comprises the Hollow Rock/Erwin Area portion of the New Hope Plan." <br />This could mean different things based on the 1992 New Hope Plan. For example, to be comprehensive, it may be <br />worth discussing whether to extend the master planning for this area to the south. <br />
