30 <br />Orange County <br />Environment & Resource Conservation <br />306 -A Revere Road / PO Box 3151 <br />Hillsborough, NC 27275 <br />Phone: (919) 245.2590, Fax: (919) 6443351 <br />MEMORANDUM <br />TO: John Link, County Manager <br />FROM: David Stancil, Environment and Resource Conservation Director <br />DATE: September 29, 2005 <br />RE: Miming Issues and the Proposed New Hope Preserve Interlocal Agreement <br />As we look forward to many opportunities that the future New Hope Preserve will offer <br />for residents of both Orange and Durham counties, I would like to share a few thoughts <br />about the proposed interlocal agreement from Durham County addressing land <br />disposition, funding and master planning. Staff and the County Attorney have not yet <br />fully reviewed the proposal, pending direction from the Board, but I would offer the <br />following ideas that relate to the nature and timing of the proposed activity: <br />1, At this time, there are ongoing property acquisition discussions on lands that <br />would likely be part of the New Hope Preserve and the New Hope corridor. It <br />may be premature to engage in master planning for this area until the <br />negotiations are completed. <br />2 In the fall of 2005 and into early 2006, the County will be engaged in several park <br />projects, including some that have been awaiting action for some time. These <br />include: <br />a. Working with the Master Plan Committee for the Fairview Park and <br />Public campus with the Town of Hillsborough (kicking off October 4"'); <br />b The development of a comprehensive and complex Conditional Use <br />Permit application to the Town of Carrboro for Twin Creeks Park; <br />c. Development of a site plan application for Northern Park; <br />d. Preliminary planning for the New Hope Park at Blackwood Farm master <br />planning effort, planned for 2006; and <br />e. Work toward the creation of two playing fields at the West Ten Soccer <br />Center. <br />
