I additional member <br />There are additional qualifications and organizational provisions for the proposed <br />committee, including a charge and duration of three years or until the defined <br />objectives have been met. <br />Covenants to be placed on the property (this being the 43 -acre Joint Partners <br />Tract) include that it be maintained in natural condition and be restricted from <br />development or uses that interfere with the conservation purposes, that it be open <br />to the public during daytime hours subject to rules and regulations of the owner, <br />and that the property should be used as open space and for low- impact recreation <br />purposes only. <br />Possible Discussion Points <br />As noted in the July 13 °i correspondence back to Durham, the County Attorney and staff <br />have not engaged in analysis of this proposal, pending discussion and consideration by <br />the Board. <br />The Board may wish to discuss as a first question whether or not to participate in a joint <br />master planning effort as proposed herein. While the Board's April 8ih resolution of <br />participation did agree to participate in an "interlocal agreement governing the uses and <br />responsibilities of the [Joint Partners Tract] property, " the proposal from Durham <br />County is broader in scope and would appear to propose to include all lands along the <br />New Hope Corridor in both counties, from Erwin Road to an undesignated point to the <br />south in Durham County. <br />If the Board decides that it would like to participate in a process along the lines of the <br />proposed agreement, some points for further discussion may include: <br />• The proposed ownership and property distribution of the 43 -acre .Joint Partners <br />Tract, <br />• Timing issues related to the activities proposed in the agreement or otherwise <br />identified, <br />• Whether an agreement should be confined to the Joint Partners Tract at this point <br />in time, or include the broader New Hope corridor (either now, or at a later date in <br />a separate interlocal agreement), <br />• Management considerations for the Joint Partners Tract, both individually and in <br />conjunction with the partner, jurisdictions, <br />• Access points to the planned future trail corridor in this area, <br />• Issues regarding the proposed master plan process, including appointments to the <br />proposed committee (and potential overlap with the existing New Hope Creek <br />Advisory Committee, which developed the 1992 master plan that was adopted by <br />all jurisdictions), and the timing and charge to the group, <br />• The impact of beginning a master planning process for the New Hope prior to all <br />properties being acquired (acquisitions are still underway by TLC and Orange <br />County), and <br />
