She listed <br /> 16 the local governments in North Carolina that have already passed moratoriums. She described <br /> 17 how data centers operate, including the typical electricity usage for those facilities. She <br /> 18 cautioned against believing promises made by tech companies, because information given at the <br /> 19 time will be obsolete in the future. <br /> 20 Abby Parcell said governments should resist the false sense of urgency created by tech <br /> 21 companies. She said government can set constraints on how this technology is used. She said <br /> 22 corporations should not dictate that to the public, especially given the consequences to the labor <br /> 23 force, land, water, and electric utilities. She said it is the Board's responsibility to consider the <br /> 24 costs. She encouraged the Board to approve the moratorium. <br />
