13 <br /> 1 John Roberts said that any adjustments to the UDO would proceed as any other <br /> 2 adjustments. He said recommendations would be made to the Planning Board by staff, and the <br /> 3 Planning Board would vote, make recommendations, and those would come to the Board of <br /> 4 County Commissioners. He said that is a months long process. <br /> 5 <br /> 6 Slide #6 <br /> Manager Recommendations <br /> The Manager recommends that the Board take the <br /> following actions: <br /> 1) Conduct the public hearing and receive public <br /> comment; <br /> 2) Close the public hearing; and <br /> 3) Vote to Approve the Ordinance to Apply a <br /> One-Year Moratorium on Data Centers as a <br /> Land Use in Orange County. <br /> ORANGE COUNTY <br /> NORTH CAROLINA <br /> 7 <br /> 8 <br /> 9 A motion was made by Commissioner McKee, seconded by Commissioner Bedford, to <br /> 10 open the public hearing. <br /> 11 <br /> 12 VOTE: UNANIMOUS <br /> 13 <br /> 14 PUBLIC COMMENTS: <br /> 15 Laura Love thanked the Board for considering a moratorium on data centers. She listed <br /> 16 the local governments in North Carolina that have already passed moratoriums. She described <br /> 17 how data centers operate, including the typical electricity usage for those facilities. She <br /> 18 cautioned against believing promises made by tech companies, because information given at the <br /> 19 time will be obsolete in the future. <br /> 20 Abby Parcell said governments should resist the false sense of urgency created by tech <br /> 21 companies. She said government can set constraints on how this technology is used. She said <br /> 22 corporations should not dictate that to the public, especially given the consequences to the labor <br /> 23 force, land, water, and electric utilities. She said it is the Board's responsibility to consider the <br /> 24 costs. She encouraged the Board to approve the moratorium. <br />
