Attachment 1 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUDGET WORK SESSION -CIP <br /> 5 April 16,2026 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Budget Work Session on the CIP on Thursday, April <br /> 9 16, 2026, at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jean Hamilton, Vice-Chair Amy Fowler, and Commissioners <br /> 12 Marilyn Carter,Jamezetta Bedford, and Earl McKee <br /> 13 COUNTY COMMISSIONERS ABSENT: Commissioners Sally Greene and Phyllis Portie-Ascott <br /> 14 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 15 COUNTY STAFF PRESENT: County Manager Travis Myren, Deputy County Manager Caitlin Fenhagen, and <br /> 16 Clerk to the Board Laura Jensen. (All other staff members will be identified appropriately below) <br /> 17 <br /> 18 Chair Hamilton called the meeting to order at 7:00 p.m. All commissioners were present except <br /> 19 Commissioner Greene and Commissioner Portie-Ascott. <br /> 20 <br /> 21 1. Discussion of Manager's Recommended FY 2026-36 Capital Investment Plan (CIP) <br /> 22 The Board discussed the Manager's Recommended FY 2026-36 Capital Investment Plan. <br /> 23 <br /> 24 BACKGROUND: Each year,the County produces a Capital Investment Plan (CIP)that establishes a budget <br /> 25 planning guide related to capital needs for the County and Schools.The 10-Year CIP is evaluated annually <br /> 26 to include year-to-year changes in priorities, needs,and available resources. Approval of the CIP commits <br /> 27 the County to the first year funding only of the capital projects; all other years are used as a planning tool <br /> 28 and serves as a financial plan <br /> 29 <br /> 30 Capital Investment Plan—Overview <br /> 31 The FY 2026-36 CIP includes County Projects, School Projects, and Proprietary Projects. The School <br /> 32 Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and Durham Technical <br /> 33 Community College—Orange County Campus projects. The Proprietary Projects include Water and Sewer, <br /> 34 Solid Waste Enterprise Fund, and Sportsplex projects. <br /> 35 <br /> 36 The CIP has been prepared anticipating moderate economic growth of approximately 2% in property tax <br /> 37 growth and 4%in sales tax growth annually over the next ten years. The CIP will rely substantially on debt <br /> 38 financing to fund the projects and these required debt amounts are fully integrated in the County's Long- <br /> 39 Term Debt Model (page 45 provides a bar chart of the ten year funding plan). <br /> 40 <br /> 41 The meeting discussion will focus on the specific projects in the County and Proprietary CIP. Note: Page <br /> 42 numbers are referenced below as they appear in the CIP document. See Attachment A for the Overall CIP <br /> 43 Summary (page 41), County CIP Projects Summary (page 53), the Proprietary CIP Summaries (page 121) <br /> 44 and School CIP Summary(page 132).There will also be a general overview of the School Major Projects. <br /> 45 <br /> 46 Discussion at this meeting will also be directed to the Debt Service and Debt Capacity — General Fund <br /> 47 (page 161), the Water and Sewer Debt Service requirements paid with Article 46 Quarter Cent Sales Tax <br />
