In the course of amending the regulations, the
County has attempted to identify public, private, and semi-/quasi-public properties that may be
suitable for the location of telecommunication equipment (towers or antennas). The purpose
being to identify sites that, given their strategic location in relation to existing
telecommunications facilities and related infrastructure, may be suitable for the location of future
telecommunications towers or related facilities. The resulting plan is called a "Master
Telecommunications Plan (MTP)".
The purpose of the MTP is to provide the best locations for overall public benefit and also limit
the number of towers built in the County by suggesting some prime locations for such towers.
Only if property owners are interested in being part of the MTP program do they have to
participate. Many potential sites Include Voluntary Agricultural Districts, fire stations,
community centers, and public lands where tower revenue could be returned to the entities that
provide benefits to the area citizens. Towers or tower antenna could be located on silos,
steeples, water tanks and be restricted by whatever the landowner prescribes, as long as it
does not exceed the general standards of the Zoning Ordinance.
The County understands and feels strongly that cooperation with potential and known
stakeholders within the County is an important factor to consider, while the MTP is being drafted
and proposed.
