<br />Proposal for System Modeling & Initiative Planning <br />Prepared for Orange County, NC <br />March 10, 2026 <br /> <br />Proposed Activities <br />Activity 1: Initial System Modeling and Initiative Planning Work Session <br />April/May Prep & 2 Day Onsite Work Session <br />Clutch will facilitate an intensive onsite work session to review system performance, <br />prepare inputs for system modeling, model system pathways using HUD STELLA M tool, <br />refine assumptions and prepare slides for socialization. Clutch will require access to <br />STELLA M approved by the CoC HMIS lead in HDX. Clutch will prepare the system model <br />in the community’s STELLA program and work in concert with a local team members to <br />understand the model and how to adjust and run the model for other <br />populations/scenarios. <br /> <br />Clutch will then assist the local team to consider phased initiatives that move the <br />community toward the goal, preparing a financial model that outlines pace, budget <br />requirements, and possible sources. <br /> <br />As a final step, Clutch will assist the local team to prepare a pitch deck to socialize the <br />system model and proposed initiative. <br /> <br />Deliverables will include: <br />- Virtual Prep <br />o Written HMIS data request, call to support HMIS staff in pulling data if <br />needed <br />- Work Session Products <br />o Populated STELLA model and EVA inflow analysis <br />o Initiative Financial Model <br />o Pitch Deck <br /> <br />Work Session Agenda Sample: <br />Day 1 Morning – System modeling <br />Day 1 Afternoon – Initiative Planning <br />Day 2 Morning – Prepare Pitch Deck and Socialization Timeline <br />Day 2 Lunch/Afternoon – Deeper Dive: Zone closure, Behavioral Health Integration, <br />Finalize Next Steps <br /> <br />Note - The first phase of the initiative will likely include direct-to-housing encampment <br />decommissioning and closures.
