<br />4600 Lake Boone Trail, Suite 205 | Raleigh, NC 27607 | 919.781.8582 | HUB Certified | smithsinnett.com <br /> <br /> <br />April 10, 2026 (R E V.1) <br /> <br />Orange County Animal Services Renovation <br />1601 Eubanks Rd. <br />Chapel Hill , North Carolina 2 7516 <br />Attn.: Angel Barnes <br /> Capital Projects Manager <br /> Orange County Asset Management Services <br /> <br />Dear Angel : <br /> <br />Smith Sinnett Architecture greatly appreciates the opportunity to provide O range County with a proposal for <br />Consulting Services for the Animal Services Facility located at 1601 Eubanks Rd. in Chapel Hill. <br /> <br />SCOPE OF WORK: <br />The scope includes expanding the renovation bid package originally designed and bid in 2024 with added scope . <br />The original scope was entirely architectural including replacement of epoxy flooring throughout . The scope will now <br />also include the following: <br /> <br />1. Tinting of first floor glazing and clerestory glazing in the dog holding areas. (Arch) <br />2. Replacement of the dog kennel cage doors with swivel feeder style door. (Arch) <br />3. New doors to divide rooms for improved cleanability. (Arch) <br />4. Replacement of the west entrance curtain wall door and hardware. (Arch) <br />5. Replacement of a 16” tall x 50’ long retaining wall at the rear of the site and drainage remediation. (Arch) <br />6. Replacement of existing greywater harvesting storage tank at the rear of the building with <br />protective/screening enclosure . (PME/Arch) <br />7. Replacement of select mechanical equipment : 11 exhaust fans . (PME) <br />8. Optimized air quality. (PME) <br />9. Parking expansion at the front of the building with necessary stormwater management device. (C ivil ) <br /> <br />The project budget per the charter provided is $850,000 , which includes design and construction of all scope <br />excluding the parking expansion . It is assumed that work area mobilization/phasing proposed in the original design <br />documents will not change. It is also assumed that, due to the additional scope, permitting through the Town of <br />Chapel Hill will be required. <br /> <br />DESIGN FEES: <br />O ur office recommends that Orange County allow an amount of one hundred eighteen thousand five hundred dollars <br />($118 ,5 00 ) to complete design consulting services . Due to the itemization of tasks, proposals from Grounded <br />Engineering and PDC have been provided for reference .
