Her concerns included lack of transparency <br /> with no meaningful communication to district residents about the project's purpose, budget, or progress; <br /> unclear justification for the investment without demonstrated ISO rating improvement or clearly defined <br /> community benefit; the station not being staffed 24/7; and ongoing lack of notification about meetings, <br /> board elections, and financial decisions. She requested the Board delay loan approval until there was <br /> community engagement by the Orange Grove Board of Directors. <br />
