<br />X151 <br />Chairman Bennett and the Clerk to the Board was authorized to sign for Orange <br />County the following: <br />GRANT AGREEMENT FOR RURAL AREA OFFICIAL COMPREHENSIVE WATER AND SEWER PLANNING <br />"THIS AGREEMENT by and between Orange County Board of Commissioners and Orange <br />County Planning Board, Orange County, State of North Carolina, herein jointly called <br />"Grantee," and the United States of America, acting through the Farmers Home <br />Administration, Department of Agriculture, herein called "Grantor," <br />WITNESSETH: <br />1. The Orange County Board of Commissioners by duly adopted resolution of its <br />governing body dated April 16, 1966, and the Orange County Planning Board by duly <br />adopted-resolution dated , 19have ordained that they shall <br />cause to be prepared an official comprehensive plan for the guidance of the future <br />development of water and sewer systems in Orange County, North Carolina. <br />2. The area does not include any city or town with a population in excess of <br />5,500 according to the latest population figures. <br />3. The preparation, adoption, and compliance with such a plan is essential to <br />promote the efficient and orderly development of the area and communities therein. <br />4. The plan will contain information necessary to avoid overlapping, <br />duplication, underdesign, or overdesign of water or sewer facilities which may be <br />constructed in the area; reduce, eliminate, or avoid pollution and hazards of health <br />and safety and will embrace all matters required by the contract hereinafter referrer <br />to. <br />5. The preparation of the plan will cost approximately $10,350.00. Grantee <br />does not have funds immediately available to pay any of such costs. <br />6. The plan will be prepared pursuant to contract with Research Triangle <br />Regional Planning Commission, a copy of which is attached. <br />7. The plan will be completed not later than December 31, 1967. <br />8. To the extent within the authority of Grantee and otherwise to the best of <br />its ability, Grantee will require and encourage the development of water and sewer <br />systems in. the area in accordance with the plan prepared pursuant to this agreement, <br />modified and adopted as the official plan for the area and will make its contents <br />available and known to the general public. <br />9. Grant funds made available hereunder and funds furnished by Grantee shall <br />deposited in a county depository as a separate fund. The funds shall be disbursed <br />only upon voucher approved by the County Planning Board and countersigned by the <br />County Supervisor of the Farmers Home Administration. Any funds in said account <br />remaining after the costs of said plan have been fully paid shall be returned to <br />Grantor. <br />10. Grantor agrees in consideration of the undertaking of Grantee herein to <br />advance to Grantee solely for the purpose of this agreement <br />$ 2,590.00 on December 15, 1966. <br />$ 2,590.00 on April 1, 1967. <br />$ 2,590.00 on December 15, 1967. <br />$ 2,580.00 on December 31, 1967. <br />510,350.00 <br />11.
