Food Stamp Program <br />Telephone Deficit 500 <br />1. <br />127.08 <br />Food Stamp Program <br />Welfare Board Deficit 500 24.71 (Extra Meetings) <br />GENERAL WELFARE PROGRAI4S <br />Aid to Blind Deficit 1000 414.16 Under Budgeted <br />RECOMMENDATION OF WELFARE BOARD <br />That the following amounts of County funds be transferred from the salary account. <br />1. 1100.00 to the Postage Account <br />2. 100.00 to the Telephone Account <br />3. 50.00 to the Welfare Board Account <br />4. 450.-00 to the Aid to Blind Account <br />$700.00 Surplus Salary Account County Money - $3,500.00 <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Walker, it was <br />moved and unanimously adopted that, the Welfare Director be authorized to transfer <br />funds from the salary account to those designated in his proposed Administrative <br />Budget. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, it was <br />moved and unanimously adopted that, Orange County would approve the employment of <br />Eugene Jackson as Assistant Farm Agent and increase it's portion of the salary from <br />$1,725.00 to $2,500.00. <br />Upon motion of Commissioner Ray, seconded by Commissioner Cleveland, the <br />following resolution was unanimously adopted: <br />RESOLUTION BY ORANGE COUNTY PLANNING BOARD <br />"WHEREAS, it is the duty of the Orange County Planning Board to make a careful <br />study of the resources, possibilities, and needs 6f the county and to make plans for, <br />the development of the county; and . <br />WHEREAS, the preparation of comprehensive plans for water and sewer systems is <br />one of the needs of the county; and <br />WHEREAS, the Planning Board does not have available funds to pay for the <br />engineering and consultant services necessary for the preparation of the plans and <br />has been informed that the Board of County Commissioners cannot supply the necessary <br />funds at this time. <br />NOW, THEREFORE, BE IT RESOLVED- <br />1. . The Planning Board shall cause to be prepared official comprehensive plans <br />for the guidance of the future development of water and sewer systems in the <br />following areas Orange County except the Chapel Hill-Carrboro area. <br />2. The plan shall be based upon present population distribution and projected <br />population growth with provisions for other area functions which are deemed essential <br />for the growth of the community involved. It shall include proposals for facilities <br />required to meet needs during the next five but not more than ten years as well as <br />those which will be needed to meet projections for the next twenty years or more. <br />3. Applications shall be made to the Farmers Home Administration, United States <br />Department of Agriculture, for a grant of funds to be used in the preparation of the <br />comprehensive plans for the development of the water and sewer systems, and the <br />Planning Board shall join with the Board of County Commissioners in the execution of <br />any grant agreement required by the Farmers Home Administration. <br />4. The proposal of Research Triangle Regional Planning Commission to prepare <br />the comprehensive plans for the sum of $10,350.00 shall be accepted subject to the <br />approval of the Board of County Commissioners. <br />5. The Chairman of the Planning Board is hereby authorized and directed to <br />execute, on behalf of the Board, the contract for the preparation of the plans and a <br />grant agreement with the Farmers Home Administration, United States Department of <br />Agriculture.
