4-18 <br />The County Administrator presented to the Board petitions which had been signed <br />by 896 freeholder residents of the Chapel Hill area. Said petitions read as follows: <br />PETITION <br />TO: THE BOARD OF COMMISSIONERS OF ORANGE COUNTY <br />"WE, THE UNDERSIGNED resident freeholders all residing within the recreation <br />district herein petitioned for, do hereby request the Board of County Commissioners of <br />Orange County to exercise the authority granted to it by the 1965 General Assembly <br />(Chapter 1107, 1965 Session Laws) with the following action: <br />(1) The creation of a recreation district coterminous with the present <br />boundaries of the Chapel Hill School District, which district is more particularly <br />described in Attachment A hereto, the object proposed to be accomplished by the <br />creation of such district being the providing of public recreation facilities in order <br />to preserve and promote the public good and general welfare, and <br />(2) The calling of a special election within said district for the purpose of <br />voting upon: <br />(a) the issuance of Recreation. Facilities Bonds in the amount of $400,000.00 <br />for the purpose of providing funds, with any other available funds, for acquiring <br />improving and equipping lands and buildings for parks, playgrounds, recreation centers <br />and other recreational facilities, and a tax for the payment of the principal of and th <br />interest on such bonds, and <br />(b) the levy of an annual tax of not less than three cents nor more than ten <br />cents on each $100.00 of assessed valuation of the taxable property within such distric <br />for the provision, establishment, maintenance and operation of the recreational <br />facilities, the amount of said tax to be set by the Board of County Commissioners <br />within said range. <br />The boundaries of the proposed recreation district are as follows: <br />BEGINNING in the center line of State Road No. 1112, where the Chapel Hill and <br />Ingham Township line crosses said road; thence in a.Southeasterly direction along the <br />enter of said road 250 feet to a point where the center line of State Road No. 1113 <br />ntersects with State Road No. 1112; thence in a Northeasterly direction along State <br />cari No. 1113, 1,525 feet to a concrete marker in the center of said road; thence South <br />10 20' East 4,390 feet to.a concrete marker in the East side of State Road No. 1179; <br />hence South 820 30' East 5,480 feet to a concrete marker in the East side of old N. C. <br />ighway 86; thence South 810 09' East 8,780 feet to a point 50 feet East of the center <br />ins of State University Railroad; thence in a Northerly direction parallel with the <br />enter line of State University Railroad 3,350 feet; thence North 870 15' East 23,940 <br />set to the Durham County line; thence in a Southerly direction along the Durham <br />ounty and Orange County line 53,750 feet to its intersection with the Chatham County <br />ins; thence in a Westerly direction along the Orange County and Chatham County line <br />9,475 feet to the intersection of said County line with the township line between <br />hapel Hill and Bingham Township, thence in a Northerly direction along the Bingham and <br />hapel Hill Township line 40,425 feet to the point of BEGINNING." <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, it was moved <br />nd unanimously adopted that the Board accept and file with the Clerk to the Board, <br />he petitions which requested that a special election within said district be called <br />or the purpose of deciding upon the establishment of a public recreation facilities <br />or the described area. <br />The following road petitions were received and the Clerk was requested to forward <br />ame to the State Highway Commission. <br />1. Dimmocks Mill Road - Hillsborough Township <br />2. SR #1534 - McBroom-McKee Road <br />3. Carlton Drive - Chapel Hill Township <br />4. Efland Methodist Church petition for caution light <br />Chairman Bennett read a letter from the Town of Chapel Hill. Said letter advised <br />he Board that the term of Dr. E. R. Burns on the Planning Board would expire as of <br />une 1, 1966. It stated further that Dr. Burns did not wish to be re-appointed to <br />aid Board. <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Ray, it was moved <br />nd unanimously adopted that, Reid Suggs resident of Mt. Bolus, Chapel Hill, North <br />arolina, be appointed to the Chapel Hill.-Planning Board for a five (5) Year term. <br />Dorothy Keister, Chairman of the Joint Orange-Chatham Community Action, Inc. <br />ommittee, presented to the Board the approved federal budget which had been submitted <br />y the Committee. Miss.Keister stated that a Director for the project had been named <br />nd that the plans as presented by the Joint Action Committee would be instituted and <br />hat Orange County's budget share of the project would amount to 1,650.00. Chairman <br />ennett thanked Miss Keister for her appearance and stated that the budgetary request <br />ould be included in the 1966-67 fiscal budget.
