Article 2: Procedures <br /> Section 2.15: 17FMajor Subdivisions <br /> Ordinance in addition to applicable local, State, and federal regulations. <br /> (2) Upon receipt of the comments and recommendations from reviewers, the <br /> Planning Director shall take action on the Preliminary Plat to approve or deny it, <br /> with written explanation regarding any reasons that are the basis of a denial. <br /> (a) The applicant shall respond with revisions within 60 calendar days of <br /> receiving comment or request an extension. <br /> (C) Neighborhood Information Meeting <br /> (1) The applicant shall schedule a Neighborhood Information Meeting (NIM) and <br /> shall obtain property owner mailing address information from Orange County. <br /> (2) The applicant shall mail notices of the meeting to each property owner within one <br /> thousand feet of the property proposed to be subdivided. Notices of the NIM shall <br /> be mailed by first class mail at least 14 calendar days prior to the date of the <br /> meeting. <br /> (3) The applicant shall place a sign on the affected property including the date, time, <br /> and location of the NIM, and the Planning Department telephone number. The <br /> sign shall be posted on the affected property at least 14 calendar days prior to <br /> the NIM. <br /> (4) The purpose of the NIM is for the applicant to present the Preliminary Plat to <br /> persons in attendance, to answer questions about the proposed subdivision, and <br /> to receive comments from neighboring property owners for the purpose of <br /> improving the proposed subdivision design. <br /> (5) The applicant shall submit a recording, audio or audio/video, along with a written <br /> report of the NIM to the Planning Director. <br /> (a) The written report of the meeting shall include a list of those persons and <br /> organizations contacted about the meeting and the manner and date of <br /> contact; the time, date, and location of the meeting; a roster of the <br /> persons in attendance at the meeting; a summary of issues discussed at <br /> the meeting; and a description of any changes to the application made <br /> by the applicant as a result of the meeting. <br /> (b) The NIM report and associated materials shall be submitted prior to <br /> preliminary plat approval. <br /> (D) Actions Subsequent to Preliminary Plat Approval <br /> (1) The Planning Director may issue relevant development permits approved as part <br /> of the Preliminary Plat approval. <br /> (2) If the applicant proposes to amend or modify the approved Preliminary Plat such <br /> that is not a minor change, the Planning Director shall require a new preliminary <br /> plat application.19 <br /> (a) A change may be considered a minor change if it does not involve any of <br /> the following: <br /> (i) Any substantive change in a condition of approval; <br /> (ii) An increase in the number of building lots proposed; <br /> (iii) Any 5% change to the location of or any decrease in the amount <br /> of open space, buffers, or area reserved for recreation use; <br /> (iv) Any change in pedestrian and/or vehicular access networks that <br /> will alter traffic circulation patterns and/or road classifications; <br /> 19 It seems nearly impossible to qualify for a "minor change."
