Natural and Cultural Resources Objective NA-1 -Conserve high-priority natural areas and <br /> wildlife habitats, including wetlands, rivers and streams, floodplains, steep slopes, prime <br /> forests,wildlife corridors, and other critical habitats. <br /> 1. Natural and Cultural Resources Objective NA-4 - Encourage adequate stormwater runoff <br /> controls in existing developed areas and require these controls for new subdivisions to <br /> protect sensitive downstream aquatic habitat. <br /> m. Natural and Cultural Resources Objective NA-5 - Prohibit development that would cause <br /> adverse impacts on highly significant natural areas and wildlife habitat. <br /> n. Natural and Cultural Resources Objective NA-10 - Require that all major subdivisions <br /> (defined as having more than 5 lots according to the Orange County Unified Development <br /> Ordinance) include within their boundaries open space suitable for low-impact recreation <br /> and wildlife habitat. <br /> o. Natural and Cultural Resources Objective NA-13 - Promote clustering of residential <br /> development and dedication of large areas of undisturbed land for low-impact recreational <br /> use by residents and for wildlife habitat.Where feasible,these areas should be contiguous <br /> to neighboring tracts of undisturbed land. <br /> p. Parks and Recreation Objective PR-4.1 - Developers shall provide for adequate and <br /> appropriate open space suitable for active/low-impact recreation in residential <br /> developments. <br /> q. Services and Facilities Goal 5 - Efficient and effective drainage, stormwater, floodplain <br /> management, and erosion control systems. <br /> 4. The amendment specifically supports the following adopted 2025 Strategic Plan Goal and <br /> Objective: <br /> a. Priority 1 — Environmental Protection and Climate Action, Objective 7: Conserve and <br /> protect high priority open space, including Natural Heritage sites, nature preserves, <br /> watershed riparian buffers, and prime/threatened farmland. <br /> b. Priority 3 — Housing For All, Objective 5: Review County ordinances, policies, <br /> agreements, and the regulatory processes to streamline practices, and increase <br /> opportunities and reduce barriers to construct housing. <br /> 5. The amendment is consistent with these principles, goals and objectives because implementation <br /> will result in improved UDO reading clarity and enhanced administration of the orderly subdivision <br /> of land, as regulated by Articles 2 and 7; <br /> 6. The amendment is reasonable and in the public interest because it is in response to a commissioner <br /> petition and continued guidance to ensure that applicants may be able to subdivide land, as <br /> regulated and allowed by the Orange County UDO, without presenting an application to the <br /> Planning Board or Board of County Commissioners, unless otherwise required by the UDO, <br /> entrusting this responsibility with the Planning Director and their professional and skilled staff. <br /> The Planning Board hereby adopts this Statement of Approval and Consistency and the findings <br /> expressed herein. <br /> Lamar Proctor, Chair Date <br />
