Attachment 2 <br /> STATEMENT OF APPROVAL AND CONSISTENCY OF <br /> THE PROPOSED UNIFIED DEVELOPMENT ORDINANCE TEXT AMENDMENT <br /> REGARDING SUBDIVISION ADMINISTRATION AND REGULATION STANDARDS <br /> Orange County has initiated an amendment to the Unified Development Ordinance(UDO)to revise <br /> regulations regarding subdivision administration and regulation standards. <br /> The Planning Board hereby recommends approval of the proposed text amendment and issues this <br /> Statement of Consistency pursuant to NCGS § 160D-604(d) Planning Board review and comments— <br /> Plan consistency. The Planning Board finds: <br /> 1. The requirements of UDO Section 2.8 Zoning Atlas and Unified Development Ordinance <br /> Amendments,including review by the Development Advisory Committee (DAC), as required in <br /> UDO Section 1.9, have been met; <br /> 2. The amendment is consistent with the adopted 2030 Orange County Comprehensive Plan, as <br /> prescribed by UDO Section 1.1.5 Statement of Intent—Amendments and Section 1.1.7 <br /> Conformance with Adopted Plans; <br /> 3. The amendment specifically supports the following adopted 2030 Comprehensive Plan Guiding <br /> Principles and Objectives: <br /> a. Planning Principle 2.2- Sustainable Growth and Development—Growth and development <br /> within the county should occur in a pattern, location, and density that is sustainable over <br /> the long-term. <br /> b. Planning Principle 2.4—Natural Area Resource Preservation—Protection of the County's <br /> natural areas,including forests,wildlife habitat,and other important open spaces should be <br /> a priority. The County should work with regional and local organizations, the towns, and <br /> private landowners to promote and achieve preservation of the County's important natural <br /> resources. <br /> c. Planning Principle 2.5—Preservation of Rural Land Use Pattern—The County's rural areas <br /> are a cherished component of the County's character. Future development should preserve <br /> and enhance the County's rural landscape. <br /> d. Planning Principle — Preservation of Community Character — Future growth and <br /> development should occur in a manner that preserves and enhances the existing character <br /> of the County,its townships, and rural crossroads communities. <br /> e. Land Use Overarching Goal - Coordination of the amount, location,pattern, and <br /> designation of future land uses,with availability of County services and facilities sufficient <br /> to meet the needs of Orange County's population and economy consistent with other <br /> Comprehensive Plan element goals and objectives. <br /> f. Land Use Goal 1 -Fiscally and environmentally responsible,sustainable growth,consistent <br /> with the provision of adequate services and facilities and a high quality of life. <br /> g. Land Use Goal 2 -Land uses that are appropriate to on-site environmental conditions and <br /> features, and that protect natural resources, cultural resources, and community character. <br /> h. Land Use Goal 3 -A variety of land uses that are coordinated within a program and pattern <br /> that limits sprawl,preserves community and rural character,minimizes land use conflicts, <br /> supported by an efficient and balanced transportation system. <br /> i. Natural and Cultural Resources Objective WR-1 - Preserve natural resources such as <br /> grasslands,woodlands and wetlands to allow for water recharge of ground water and water <br /> quality protection. <br /> j. Natural and Cultural Resources Objective WR-7 -Promote land use patterns that preserve <br />
