Construction Proposal Jovana Amaro, 919.245.2651 <br /> Alan Dorman, 919.245.2658 <br /> PURPOSE: To: <br /> 1) Approve the County entering into a construction contract with 8MSolar, LLC for the <br /> solar installation at the Southern Human Services Center; and <br /> 2) Authorize the County Manager to execute the Agreement, subject to final review by <br /> the County Attorney, and any subsequent amendments for contingent and unforeseen <br /> requirements up to the approved budget amount on behalf of the Board. <br /> BACKGROUND: In Fiscal Year 2024-2025, the Orange County Board of County <br /> Commissioners (BOCC) approved funding within the Capital Investment Plan (CIP) to install <br /> a rooftop solar system at the Southern Human Services facility located at 2501 Homestead <br /> Road, Chapel Hill. <br /> The Board previously approved funding in the Capital Investment Plan to complete a Solar <br /> Feasibility Study. In January 2025, staff prepared and advertised the Request for <br /> Qualifications. In February 2025, staff received eleven (11) responses, and in May 2025, staff <br /> completed interviews with the firms and negotiated a contract with Pisgah Energy. Pisgah <br /> Energy completed the Solar Feasibility Study on December 3, 2025. <br /> Staff posted the Request for Proposals for the Southern Human Services Center solar <br /> installation on March 4, 2026, and received five (5) responses by the March 30, 2026 <br /> deadline. Based on a review of the responses submitted, 8MSolar, LLC is recommended for <br /> the solar installation project at Southern. <br /> FINANCIAL IMPACT: The construction agreement cost totals $349,368. The Board <br /> previously approved funding of$729,559 for this project on June 18, 2024 in the FY 2024-25 <br /> Capital Investment Plan. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 1: ENVIRONMENTAL PROTECTION AND CLIMATE ACTION <br />
