1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: May 5, 2026 <br /> Action Agenda <br /> Item No. 8-h <br /> SUBJECT: Approval of Fiscal Year 2025-26 Ambulance Purchase <br /> DEPARTMENT: Emergency Services <br /> Fleet Services <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Excellance Contract Package Kirby Saunders, Emergency <br /> Services Director, 919- <br /> 245-6100 <br /> Robert Williams, Solid Waste & <br /> Fleet Services Director, 919- <br /> 932-2900 <br /> Ian Fowler, Assistant Chief of <br /> Emergency Management, <br /> 919-245-6100 <br /> PURPOSE: To approve and authorize the Manager to sign all documents necessary for the <br /> procurement of two (2) Advanced Life Support (ALS) ambulances from Excellance, Inc. <br /> BACKGROUND: The FY 2025-35 Capital Investment Plan (CIP) included the purchase of two <br /> (2) Advanced Life Support (ALS) ambulances during Fiscal Year 2025-26 to replace aging units. <br /> Emergency Services maintains a replacement schedule of five (5) years or 150,000 miles for <br /> ambulances. In addition, manufacturers continue to report lead times of approximately 24 months <br /> for delivery of new ambulances. As a result, ambulances ordered during the current fiscal year <br /> are not expected to be delivered until the third quarter of 2028, which aligns with the timeframe in <br /> which the units being replaced are expected to meet or exceed the recommended replacement <br /> threshold. <br /> Advance purchasing was first authorized by the Board of County Commissioners in 2022 in <br /> response to supply chain delays following the COVID-19 pandemic and remains a necessary <br /> mechanism to ensure timely replacement of aging ambulances within the Emergency Services <br /> fleet. <br /> FINANCIAL IMPACT: The most recent quote from Excellance, Inc. reflects a per-unit cost of <br /> $421,124.93. The total cost for two (2) ambulances is $842,249.86 and will be purchased using <br /> North Carolina Sheriffs' Association Contract No. 25-05-0521. <br /> ALIGNMENT WITH STRATEGIC PLAN: This item supports: <br /> • GOAL 2: HEALTHY COMMUNITY <br />
