She gave an example of the Cane Creek neighbors <br /> 3 that are in opposition to their land being used for a segment of the Mountains to Sea Trail. <br /> 4 David Stancil the priority order was developed based on feedback from community input. He said <br /> 5 they understand that might change as other groups review the plan and the Board provides comments. <br /> 6 Chair Hamilton said an asterisk might be included to explain that the current landowners do not <br /> 7 plan to sell their land. <br /> 8 David Stancil said now that the plan has been presented, staff can include those sorts of details. <br /> 9 Commissioner Bedford asked which segments follow water. She noted that the county has been <br /> 10 successful in obtaining easements with other conservancy groups and getting state funding. <br /> 11 David Stancil reviewed the segments that follow stream corridors. <br /> 12 Commissioner Bedford asked if any of those segments have grant funding as a criterion, such as <br /> 13 for farm preservation. <br /> 14 David Stancil said they haven't used that as a criterion yet, but the Cedar Grove to Little River <br /> 15 segment connects to Breeze Farm. He said they could look at voluntary agricultural districts as a criterion. <br /> 16 <br /> 17 4. Potential Removal of Boards and Commissions Members Due to 2025 Attendance <br /> 18 The Board discussed the removal of appointees from several boards and commissions due to 2025 <br /> 19 attendance. <br /> 20 <br /> 21 BACKGROUND: The Orange County Board of County Commissioners' Advisory Board Policy (as in effect <br /> 22 during calendar year 2025) required members to attend at least 75% of scheduled meetings within a <br /> 23 twelve-month period in order to maintain membership. The Advisory Board Policy (Attachment A) also <br /> 24 states that members who miss three (3) consecutive meetings are subject to removal. <br /> 25 <br /> 26 After collecting and compiling the 2025 attendance records for all boards and commissions,members who <br /> 27 violated the attendance requirements were identified by the Clerk's Office. Boards and commissions staff <br /> 28 liaisons were informed which members were subject to removal, and the liaisons worked with the Chairs <br /> 29 to either invite resignations or prepare memos to share with the Board of County Commissioners (BOCC) <br /> 30 to advocate for continued membership despite absences.
