Presentation of Manager's Recommended FY 2026-36 Capital Investment Plan (CIP)
11 The Board received the Manager's Recommended FY 2026-36 Capital Investment Plan.
12
13 BACKGROUND: Each year, the County produces a Capital Investment Plan (CIP) that establishes a
14 budget planning guide related to capital needs for the County and Schools. The 10-Year CIP is evaluated
15 annually to include year-to-year changes in priorities, needs, and available resources. Approval of the
16 CIP commits the County to the first-year funding only of the capital projects; all other years are used as a
17 planning tool and serves as a financial plan.
18
19 Capital Investment Plan—Overview
20 The FY 2026-36 CIP includes County Projects, School Projects, and Proprietary Projects. The School
21 Projects include Chapel Hill-Carrboro City Schools, Orange County Schools, and Durham Technical
22 Community College — Orange County Campus projects. The Proprietary Projects include Water and
23 Sewer, Solid Waste Enterprise Fund, and Sportsplex projects.
24
25 The CIP has been prepared anticipating moderate economic growth of approximately 2% in property tax
26 growth and 4% in sales tax growth annually over the next ten years. The CIP will rely substantially on
27 debt financing to fund the projects and these required debt amounts are fully integrated in the County's
28 Long-Term Debt Model.
29
30 Travis Myren, County Manager, presented a high-level overview of the recommended Capital
31 Investment Plan (CIP) (PowerPoint presentation is attached to the minutes).
32
33 Slide#1
ORANGE COUNTY
NORTH CAROLINA
Introduction of the Capital Investment
Plan for FY2026-36
Board of Commissioners Business Meeting
April 7, 2026
34
35 Travis Myren noted that a more in-depth discussion would occur on April 16, 2026, for year one
36 projects.
37
