She asked why only Habitat applied for repair <br /> 26 funding. <br /> 27 Blake Rosser explained that the Home Preservation Coalition is purely a coordinating entity with <br /> 28 one and a half staff members that doesn't perform actual repair work but coordinates repair agencies <br /> 29 and triages applications. <br /> 30 Commissioner Bedford asked if the repair providers are at capacity. <br /> 31 Blake Rosser speculated that the stringent federal documentation and record-keeping <br /> 32 requirements may be considered barriers by some agencies, though Habitat was expanding their repair <br /> 33 and rehabilitation programs and actively seeking additional funding sources. <br /> 34 Commissioner Portie-Ascott asked for clarification about tenant-based assistance eligibility. <br />
