17 <br /> 1 The Annual Action Plan shares how Orange County plans to use HOME funding in a given year. The <br /> 2 Orange County Board of Commissioners is conducting this public hearing on behalf of the HOME <br /> 3 Consortium at the Whitted Building (300 W. Tryon St., Hillsborough NC 27278) to receive public input <br /> 4 about priorities for the Draft 2026-27 Annual Action Plan. All members of the public are welcome, and <br /> 5 Spanish interpretation will be provided. <br /> 6 <br /> 7 The 2025-29 HOME Consolidated Plan is carried out through Annual Action Plans. The Consolidated Plan <br /> 8 describes the jurisdiction's community development priorities and multiyear goals based on an <br /> 9 assessment of housing and community development needs, an analysis of housing and economic market <br /> 10 conditions and available resources. The Annual Action Plans provide a concise summary of the actions, <br /> 11 activities, and the specific federal and non-federal resources that will be used each year to address the <br /> 12 priority needs and specific goals identified by the Consolidated Plan. <br /> 13 <br /> 14 The public comment period is open from March 23, 2026 to April 23, 2026. Comments may be submitted <br /> 15 in writing by mail or email, or by telephone to: <br /> 16 <br /> 17 Alex Rubenstein, Community Development Program Manager <br /> 18 919-245-2490 1 arubenstein@orangecountync.gov <br /> 19 300 W.Tryon St., Hillsborough, NC 27278 <br /> 20 <br /> 21 Housing staff issued a request for proposals (RFP) in January 2026, with a deadline of February 27, 2026. <br /> 22 Two (2) applications were submitted — one (1) from Habitat for Humanity of Orange County for its <br /> 23 Rehabilitation program, and one (1) from the Orange County Partnership to End Homelessness (OCPEH) <br /> 24 for tenant-based rental assistance (TBRA). Both applications align with the 2025-29 Consolidated Plan <br /> 25 priorities of Repair/Rehab and Tenant-Based Rental Assistance. <br /> 26 <br /> 27 Last year, the HOME Consortium received a federal funding award of approximately $375,000. Over the <br /> 28 last four (4) years, the award amount has varied from a low of$367,000 to a high of$411,000. The U.S. <br /> 29 Department of Housing and Urban Development (HUD) announces the award amounts around June of <br /> 30 each year, and until then staff is using an estimate/placeholder of $375,000 for the County's award <br /> 31 amount. <br /> 32 <br /> 33 Given the above factors, plus an estimated match amount of approximately $84,000, the LGAHC <br /> 34 recommendation for the 2026-27 HOME Award is to award Habitat's full funding request at $180,000, <br /> 35 and to award the remaining funds of$256,239 to OCPEH for TBRA. <br /> 36 <br /> 37 Based on all comments received, the 2026-27 HOME Investment Partnership Annual Action Plan (AAP) <br /> 38 will be presented at an upcoming Board Business meeting for final approval. <br /> 39 <br /> 40 Blake Rosser, Housing Director, made the following presentation: <br /> 41 <br /> 42 <br />
