27 <br /> A, <br /> CHAR <br /> Associates <br /> Consultant Experience and Qualifications <br /> Josh Myers Valuation Solutions LLC was established in 2013. Josh Myers Valuation <br /> Solutions (JMVS) operates as a mass appraisal consulting firm throughout the United <br /> States and internationally, with around a dozen client projects occurring at some point <br /> during each calendar year. JMVS has served over 50 clients in the mass appraisal field, <br /> including the International Association of Assessing Officers (IAAO) and the <br /> International Property Tax Institute (IPTI), as well as jurisdictions large and small. <br /> Josh Myers of JMVS would be directly and continually involved with this proposed <br /> project. He is a statistician and an independent mass appraisal consultant. He holds a <br /> Masters Degree in Statistics from the University of Virginia. He is an IAAO Fellow, an <br /> IAAO Award winner, a current member of the IAAO/IPTI Editorial Review Board, and a <br /> current member of the IAAO Research and Standards Committee. As a member of the <br /> IAAO Research and Standards Committee, Josh has been a key contributor to the <br /> upcoming refresh of the Standard on Ratio Studies, which includes a new vertical <br /> inequity measure, and other international standards such as the IAAO Standard on <br /> Automated Valuation Models. Josh regularly performs mass appraisal model <br /> development projects, ratio studies, statistical and best practices audits, expert witness <br /> testimony, and other general consulting projects throughout the industry. <br /> Josh Myers Valuation Solutions LLC has completed many projects involving <br /> reassessment practices audits and ratio studies, including a detailed analysis of vertical <br /> inequity (regressivity or progressvity). Each one of the provided references relate to <br /> such projects; others are listed in Josh's CV, which is a part of this proposal. The <br /> following is a description of the relevant projects Josh has a been a part of in the past: <br /> Cape Town, South Africa <br /> Josh has now completed two of these audits as a part of the IPTI team (2022 and <br /> 2025) and has been primarily responsible for the sales ratio study which includes <br /> measures and plots of vertical inequity.
