16 <br /> q GAR <br /> ! Associates <br /> Technical Approach <br /> The scope of work provided as a part of the RFP was exceptionally well-written and <br /> clear. This technical approach is designed to accomplish that specific scope of work. <br /> However, once the project begins, there may be new discoveries which expand the <br /> scope to include additional questions. <br /> The general plan is to perform an audit of valuation practices, the Schedule of Values, <br /> data quality, quality of statistical work, and the values produced from multiple levels of <br /> the 2025 Revaluation, with special attention paid to the issue of vertical inequity and <br /> how any vertical inequity present can be rectified in the future. Also included will be <br /> management level consulting such as an analysis of appropriate staffing levels, <br /> operational efficiencies, public communications, and revaluation timelines. When <br /> possible, guidance will be taken from IAAO Standards and State regulations. Clear, <br /> actionable recommendations will finally be developed and presented to the Working <br /> Group and other key stakeholders. A final formal report will be developed that includes <br /> an executive summary and is written in a polished, professional fashion. Throughout <br /> the project, the team will meet with the Working Group and/or Board of Supervisors on <br /> a regular basis. <br /> Several specific issues were mentioned in the scope of work that will be addressed, <br /> including neighborhood delineation, land valuation, the handling of deferred <br /> maintenance, land zoning regulations, vertical inequity, and commercial valuation. <br /> The project will be conducted according to the following phases: <br /> Phase I — Start-Up and Data Requests <br /> Kick-Off Meeting —The project kick-off meeting will introduce all project participants <br /> and stakeholders, as well as provide time for question and answer on project <br /> particulars. This meeting will also establish meeting times for check-in meetings <br /> moving forward. <br /> A detailed project plan and project timeline will also be completed subsequent to the <br /> Kick-Off Meeting and presented to the County for review.
