She said Orange County non-profits make a commitment to holding <br /> properties for 99 years. <br /> Commissioner Carter said community septic and well systems have limitations and <br /> drawbacks, and Orange County soils are difficult to combine with septic in many cases. <br /> Kimberly Sanchez asked if changing WASMPBA boundaries is a possibility. <br /> Chair Hamilton said the land use plan will be created with those policies in mind. She said <br /> it will likely need to be a living document to accommodate changes to agreements or policies. <br /> Kimberly Sanchez said that made sense. She said this is a very popular place to live, and <br /> they can't know now what innovations might come up for soil and water issues. <br /> Commissioner Bedford said the land use plan will be created to comply with existing <br /> policies. She said the county could simultaneously target changes to those agreements with other <br /> partners. <br /> Chair Hamilton said that there will need to be a lot of community education and <br /> engagement on potential changes to policies or agreements. <br /> Commissioner McKee said he doesn't think there's any possibility of changes to urban <br /> boundaries. <br /> Delores Bailey said there are not enough retirement centers in the county or places for <br /> those with disabilities or who have aged out of the adoption program to go. She said that's an <br /> important part of the housing conversation. <br /> Commissioner Greene said that the county recently expanded WASMPBA. <br /> Ian Scott asked if tax increment financing is a possible method for increasing affordable <br /> housing opportunities. He gave an example of the area in the recent WASMPBA expansion, which <br /> has not developed due to questions of financing. He said that there is a revolving loan fund for <br /> the Town of Chapel Hill. He said the Chamber is exploring employer housing assistance programs <br /> with larger companies. <br /> Chair Hamilton noted the fiscal pressures of the county and the struggle to provide <br /> mandatory services.
