He said OWASA has plans for a water main extension to connect the two systems <br /> and resolve hydraulic issues. <br /> Commissioner Carter acknowledged that changes to WASMPBA would take agreement <br /> amongst all parties. She asked which areas had development potential within service boundaries. <br /> Todd Taylor explained that the Eubanks Rd. area is in Carrboro's transition zone, and both <br /> transition areas have access to water and sewer, but it would be up to developers to make those <br /> extensions. He said Erwin Road has developable areas within boundaries, though 1-40 created <br /> challenges. He said Rangewood had limited expansion possibilities due to the restrictions of <br /> exceptions in the WASMPBA. <br /> Commissioner Bedford asked if the concept plan for sewer system is on the OWASA <br /> website. <br /> Todd Taylor said the OWASA Board of Directors just finished with that plan and plans to <br /> provide it to Chapel Hill Town Council for feedback. <br /> Commissioner Bedford referred to Todd Taylor's earlier points, acknowledging that the <br /> 15/501 corridor area wasn't in the plan, but was accommodated. She recognized that OWASA <br /> would need to study the possibility of other extensions. <br /> Todd Taylor noted that Chapel Hill petitioned the other parties to the WASAMPBA for that <br /> extension. He said part of the concept plan for that corridor was the cost of extension and who <br /> would pay for it. <br /> Commissioner Bedford assumed that's what the draft reimbursement policy will address, <br /> a reimbursement to the initial payer. <br />
