OWASA <br /> worked collaboratively with Chapel Hill to develop a concept plan for sewer service in the recently <br /> expanded service area along Highway 15-501. He said a draft reimbursement policy was under <br /> board consideration to address situations where developers extend utilities past multiple <br /> properties but bear full costs without reimbursement when others connect later. He said OWASA <br /> held feedback sessions with the development community to improve communications and plan <br /> review processes, and planned to update the sewer system hydraulic model in coordination with <br /> towns, county, and UNC. <br /> Commissioner Bedford asked for clarification on the sewer system hydraulic model. <br /> Todd Taylor explained the model helps determine pipe capacity and upgrade needs when <br /> developers propose projects. <br /> Commissioner Carter asked about the model's implications for understanding future <br /> system capacity. <br /> Todd Taylor explained the updated model would enable quick analysis of proposed <br /> developments and identification of needed system upgrades or restrictions. <br />
