The plant was expanded twice - in the late 1990s and 2000s - to reach <br /> current capacity, which should serve the community for several decades. <br /> Commissioner Carter asked about how current projections of housing in Orange County <br /> are considered for these capacity estimates. <br /> Todd Taylor said forecasting is not perfect, but it does take those factors into account. <br /> Commissioner Carter asked if projections in 2019 considered expanded housing stock in <br /> the service area. <br /> Todd Taylor said yes, OWASA monitors whether actual growth falls within projected bands <br /> and works closely with municipalities and the university to gather projection information. <br />
