He said those municipalities associate annexation <br /> process with provision of urban services. <br /> Commissioner Carter said Chair Hamilton's point of "who pays" is a central question. <br /> Yonah Freemark said it's common to impose impact fees if you can justify it. <br /> Commissioner Greene said the General Assembly would not be in favor of impact fees. <br /> She said that the WASMPBA requires that developers pay.
